This memorandum responds to your request that the Congressional Research Service (CRS) review and assess selected elements of the proposed Coal Ash Recycling Act of 2013. The proposed bill would amend the Solid Waste Disposal Act – more commonly referred to as the Resource Conservation and Recovery Act of 1976 (RCRA; 42 U.S.C. 6901 et seq.). The proposed bill would add a new Section 4011, Management and Disposal or Coal Combustion Residuals, to Subtitle D of RCRA.
